Our dialogue with ports clearly shows that access to capital is a decisive factor for success in achieving the green and digital transition.
We have taken this seriously. As Mathisen points out, Norwegian ports receive very limited government funding.
DNV’s recent report, Drivers and Measures for a Robust Norwegian Port Sector (2025), highlights this challenge, pointing out that ports lack the capital, coordination and policy instruments required to meet demands for:
- The green transition
- Supply security and emergency preparedness
- Digitalisation and efficient logistics
- New international standards (e.g. TEN-T, FuelEU Maritime)
